Sometimes, but not always. A light scuff may only damage the finish; a harder kerb impact can also harm the tyre, bend the wheel or knock the alignment out.
Look at the tyre first
Check the sidewall beside the damaged part of the wheel. A cut, bulge or exposed cord matters much more than scratched paint.
Notice how the car feels
If the steering now pulls, vibrates or sits off-centre, have the wheel and alignment checked. A hard impact can affect more than the visible mark.
Do not hide dangerous damage with a refurbishment
Cosmetic repair is fine for a sound wheel. Structural damage needs proper assessment first.
If you hit something hard enough to damage more than the wheel, check your policy before arranging repairs if an insurance claim might be involved.
