Only if they are licensed, insured and have your permission. Moving the car a few metres on a public road is still driving.
Distance does not create an exception
People often treat moving a car outside a house or around a car park as too small to matter. The legal and insurance position does not depend on the journey being interesting.
Private land can still be complicated
Some car parks and access roads are places to which road-traffic law applies. Do not assume a supermarket car park means insurance is irrelevant.
The simplest answer is often to move it yourself
If you are not certain about another person's cover, keep the keys.
If somebody else will genuinely use the car from time to time, arrange proper cover instead of treating each journey as an exception.
